Imelda Roberts has over 20 years of experience in human resources including executive management positions with local governments and a quasi-government nonprofit agencies in the Washington, DC-Baltimore area. She served as an officer and President of the Local Government Personnel Association from 2000 to 2003. Currently, she is the Chair of the Executive Council, National Certified Public Manager's Consortium, comprised of 27 states, USDA Graduate Schools, the District of Columbia, Metropolitan Washington Council of Governments, The San Diego Centre for Organizational Effectiveness, and Virgin Islands. She is a Certified Executive Professional by the International Public Management for Human Resources and has been involved in the creation of an HR Academy benefiting human resources professionals in governments.

Prior to cabinet official and director level positions, she was directly involved in testing, sourcing, and recruitment for San Miguel Corporation, a multinational conglomorate with over 30 thousand employees in the Philippines, Australia, Hongkong, China and other countries. She also served as an Employment Officer for the Georgetown University in Washington, DC directly handling recruitment for various departments in the entire university and its medical center. She has been called upon to provide outplacement career services for private companies in the US and Canada. She was also engaged as a consultant by various organizations including Fortune 500 companies, the State of Maryland Governor's Office and other government agencies. A recipient of numerous awards and recognition, Ms. Roberts is a highly respected senior executive known for her many contributions affecting local and state governments.
